The successful candidate will manage a medium/large application portfolio with multiple concurrent project efforts supporting a major Federal Agency with a team of cross-discipline professionals.  He/She will work with senior client personnel in managing software development, enhancement, operations and reporting tasks on multiple task orders.  Critical success factors include overseeing management of mission critical software systems, change and risk management, and personnel and vendor management.  Candidate will possess superior presentation and communication skills.

Responsibilities

The candidate will serve as the Government’s primary point-of-contact providing overall leadership and guidance for all personnel assigned to the program. The candidate will be ultimately responsible for the cost, quality, schedule and overall efficiency of the work performed under the program. This individual shall have the authority to commit the required resources and make decisions for the organization in response to Government issues, concerns, or problems. This person shall be readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues.

Qualifications

Required Skills:

  • At least 10 years experience managing large integrated teams (100+ staff), including client and third-party vendors to successfully govern large application portfolio maintenance and enhancement efforts using Agile development practices focusing on IT development projects
  • Shall at a minimum have a Bachelor’s degree in Computer Science, Information Technology Management, or Engineering
  • Have at least 2 years specialized experience in managing IT DevSecOps projects and experience managing scrum teams. 
  • PMP Certification Required
  • Ownership for overall results of projects and programs, as measured by the customer, team engagement, project profitability, technical success and schedule achievement
  • Project and program management, customer interaction, process development, personnel leadership
  • Demonstrated experience in identifying program risks through discussions with technical team members and being responsible for preemptively address those risks even before they are materialized
  • Demonstrated experience in collaborating with all stakeholders and drive resolutions through strong leadership and teamwork
  • Demonstrated written and verbal communication skills, including experience in presenting material to senior Government officials
  • Demonstrated experience in navigating successfully through complex IT program delivery challenges 
  • Demonstrated experience managing manpower utilization, procurement, training, problem resolution, and employee relations (including subs)
  • Proven experience in SLA management, and government contracting processes
  • Proven track record to identify operational and process risks and formulate/implement effective mitigation plans
  • Ability to dive deep and gain a solid understanding of program issues and be hands-on in orchestrating across the team members (stakeholders, subject matter experts, technologists) in resolving them
  • Ability to represent management across all levels of the organization: peers, cross-functional and senior management.
  • Experience in scope estimation, planning, project costing, budget management, and use of project management tools (e.g. MS Project; Excel)

Desired Skills:

  • Formal training or certification in Agile software development methods
  • Experience in quality assurance environment that includes knowledge of customer satisfaction tracking; user compliant and monitoring programs, and quality control (QC) programs
  • Experience working with the U.S. Department of Homeland Security (FEMA preferred)
  • Experience working under FISMA High requirements

Qualifications (Education/Experience) :

  • 10+ years of experience with government projects
  • Bachelors Degree Required
  • U.S. Citizenship Required for Public Trust
